Daniel R. Mandelker

Daniel R. Mandelker is a leading scholar and teacher in land use law, environmental law, and state and local government law. He was the principal consultant and contributor to the American Planning Association?s model planning and zoning legislation project. He also was the principal author of amendments to the New Orleans city charter that require a comprehensive planning process and give the comprehensive plan the force of law. Additionally, he was also the principal consultant to a joint American Bar Association committee that prepared a model law for land use procedures that was adopted by the ABA House of Delegates. Mandelker received the ABA?s State and Local Government Section Daniel J. Curtin Lifetime Achievement Award. He has lectured abroad in England, Spain, Israel, and other countries.
Julie A. Tappendorf

Julie A. Tappendorf is a partner with Ancel, Glink, Diamond, Bush, DiCianni & Krafthefer, P.C. Her practice focuses on representing local governments in transactional and litigation matters, including defending land use decisions, negotiating and drafting contracts, drafting zoning and other development regulations, and advising clients on municipal finance issues including economic incentive agreements, special service areas, and TIF financing. In her practice at Ancel Glink and at her former law firm, she has counseled municipalities, park, school, and library districts, townships, water commissions, and other local governmental bodies on all aspects of government law. She has also represented private sector clients in land use matters. Ms. Tappendorf currently serves as Village Attorney for the Villages of Gilberts, Lindenhurst, and Island Lake, and is general counsel to the Glencoe Police Pension Board Fund. Ms. Tappendorf has published on a variety of land use and related government issues, including a land use casebook, a book on development conditions, and numerous chapters and articles on architectural design, annexation and subdivisions, and regulating distressed properties. She is a frequent speaker at local and national conferences on government issues, such as federal land use claims, climate change, social networking by government bodies, housing and the economy, sunshine laws, ethics, historic preservation, and architectural controls. Ms. Tappendorf is an Adjunct Professor at The John Marshall Law School in Chicago, and has taught the State and Local Government Law class.
Carol N. Brown

Carol N. Brown joined the faculty of the UNC-Chapel Hill School of Law in July 2007. From 2001-2007, she taught law at the University of Alabama School of Law. Brown's scholarship examines the role of private property rights protections in stabilizing the position of economically vulnerable property owners and of those who do not own property. By examining judicial and legislative developments in the area of property law, her work shows how proposals for rigorous protection of private property rights are more protective of middle and lower class property owners and of non-property owners than are proposals for less rigorous private property rights protection. She teaches property, land use planning, and real estate transactions. Brown is the chair of the Section on Real Estate Transactions of the American Association of Law Schools, and a member of the Committee on Research of the American Association of Law Schools.
Stuart Meck

Stuart Meck, FAICP/PP, Stuart Meck is an associate research professor and director of the planning practice program in the Bloustein School. Prior to his faculty appointment, he was director of the Center for Government Services (CGS), which was formerly part of the Bloustein School and served as the School?s training, research, and technical assistance unit. A specialist in planning statute reform and land use controls, Meck is a former national president of the American Planning Association, has 40 years of experience as a professional planner, researcher, and municipal administrator, and has written widely on planning and land use controls. His two major works are the Growing Smart Legislative Guidebook: Model Statutes for Planning and the Management of Change, 2002 edition (American Planning Association, 2002), for which he served as principal investigator and general editor; and, with Kenneth Pearlman, Ohio Planning and Zoning Law, 16th edition (Thomson-West 2011). He has done consulting work for the U.S. Department of Housing and Urban Development, the Czech Republic, the Fannie Mae Foundation, the Government of the U.S. Virgin Islands, Hillsborough County, Florida, and the Lincoln Institute of Land Policy, in Cambridge, Massachusetts, among others. He has also provided technical assistance to a number of New Jersey municipalities. Meck is a Fellow of the American Institute of Certified Planners (FAICP), a licensed Professional Planner (PP) in New Jersey, and a registered Professional Community Planner (PCP) in Michigan. Meck holds a B.A. and an M.A. in Journalism and a Master of City Planning from the Ohio State University, and an M.B.A. from Wright State University. Meck is also an adjunct assistant professor in the Goucher College Master of Historic Preservation program.
Dwight H. Merriam

Dwight H. Merriam founded Robinson & Cole?s Land Use Group in 1978. He represents land owners, developers, governments and individuals in land use matters. Dwight is a Fellow and Past President and of the American Institute of Certified Planners, a former Director of the American Planning Association, a former chair of APA?s Planning and Law Division, Immediate Past Chair of the American Bar Association?s Section of State and Local Government Law, Chair of the Institute of Local Government Studies at the Center for American and International Law, a Fellow of the Royal Institution of Chartered Surveyors, a Fellow of the American Bar Foundation, a member of the Rocky Mountain Land Use Institute National Advisory Board, a Fellow of the Connecticut Bar Foundation, a Counselor of Real Estate, a member of the Anglo-American Real Property Institute, and a Fellow of the American College of Real Estate Lawyers. He teaches land use law at the University of Connecticut School of Law and at the Vermont Law School and has published over 200 articles and seven books and including Inclusionary Zoning Moves Downtown, The Takings Issue, The Complete Guide to Zoning, and Eminent Domain Use and Abuse: Kelo in Context. Dwight has been named to the Connecticut Super Lawyers list in the area of Land Use Law since 2006, is one of the Top 50 Connecticut Super Lawyers in Connecticut, and is one of the Top 100 New England Super Lawyers (Super Lawyers is a registered trademark of Key Professional Media, Inc.). He received his B.A (cum laude) from the University of Massachusetts, his Masters of Regional Planning from the University of North Carolina, where he was the graduation speaker in 2011, and his J.D. from Yale. He is a featured speaker at many land use seminars, and presents monthly audio land use seminars for the International Municipal Lawyers Association. Dwight has been cited in the national press from The New York Times to People magazine and has appeared on NBC?s The Today Show, MSNBC and public television.
Peter W. Salsich, Jr.

Professor Peter W. Salsich joined the SLU LAW faculty in 1969 after two years with the Missouri Office of State and Regional Planning, a year in private practice and a year as a staff attorney with the Legal Aid Society of St. Louis (now Legal Services of Eastern Missouri (LSEM)). For more than 30 years Salsich has devoted his scholarly work to exploring the relationship of land use laws to affordable housing and urban redevelopment. While a Legal Services attorney, Professor Salsich collaborated with former state representatives Charles Valier and Jack Schramm in the drafting of legislation to create the Missouri Housing Development Commission (MHDC). The Missouri General Assembly approved the commission in 1969 and Professor Salsich became its first chair. Professor Salsich is the former chair of the American Bar Association?s (ABA) Commission on Homelessness and Poverty, former chair of the Ecumenical Housing Production Corporation (now Beyond Housing, Inc.) and former board president of LSEM. He is also a former editor of the ABA?s Journal of Affordable Housing and Community Development Law. Salsich was chair of former Mayor Freeman Bosley?s Housing Task Force and a member of the Mitchell-Danforth Task Force on the Low Income Housing Tax Credit. He served as co-chair of the FOCUS St. Louis Affordable Workforce Housing Task Force. Professor Salsich is a co-author of casebooks in Housing Law, Land Use Regulation, Property Law and State and Local Government Law, as well as more than 30 articles.
Nancy E. Stroud

Ms. Stroud is partner in the law firm Lewis, Stroud & Deutsch, in Boca Raton, Florida. She focuses her practice on planning and growth management law. Her work includes the range of routine and special legal representation such as that of local counsel to planning and zoning boards, advocacy in quasi-judicial hearings, special counsel for the review of major development projects, drafting comprehensive plans and land development regulations, and trial and appellate work in state and federal court. Prior to opening her own firm, Ms. Stroud was the local government land use chair for a law firm representing, as city attorneys, twelve cities in the south Florida region. She began her law career and practiced for seventeen years in a national land use firm based in Chicago, Illinois and Boca Raton, Florida. She has also represented private and nonprofit clients throughout Florida and has assisted local and state governments in land use law issues throughout the country. Among her professional service activities, Ms. Stroud serves on the American Planning Association (APA) Amicus Curiae Committee and the APA Legislative and Policy Committee. She also is active in the Florida Chapter of the APA. She served on the Treasure Coast Regional Planning Council, appointed by Governor Chiles. She regularly lectures and publishes on land use topics for lawyers and planners, and teaches AICP certification courses. She received her master of regional planning and law degrees from the University of North Carolina.
